Synopsis:
James Rhodes (JEFF DANIELS), a human rights investigator is sent to Tijuana to monitor a labor dispute at an American-owned factory. When the bodies of 27 local villagers are discovered in a tunnel on the US/Mexico border, he becomes embroiled in a murder cover-up. Emily Thompson (PORTIA DE ROSSI), a U.S. Commerce Department representative, arrives to diffuse tensions between the owners, represented by Douglas Draper (JAMES SPADER), and the exploited workers. Rhodes believes that the victims were killed while they were being smuggled into the United States or even worse, being used as drug mules. But a local cop, Detective Castillo, would rather Rhodes mind his own business. Sure that Draper is clean, Thompson agrees to help Rhodes investigate. When a riot breaks out at the factory, Thompson is shocked to learn that Draper is tied to the anti-union thugs responsible for the melee. Before long, Rhodes, Thompson and Castillo find that their seemingly unrelated pieces fit together in a frightening puzzle.
